Meeting Minutes

February 4, 2008

 The regular monthly meeting of the Laporte Township Supervisors was held Monday February 4, 2008 at the Laporte Township Municipal Building.

 With Supervisors Botsford, Botsford and Marks present Chairman Walter Botsford called the meeting to order at 6:30 p.m. 

After a motion was made by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford the treasurer's report was accepted.  The minutes as presented were approved by motion of Richard Marks, seconded by Kevin Botsford and agreed to by Walter Botsford.

After a motion was made by Kevin Botsford seconded by Richard Marks and agreed to by Walter Botsford the agenda was approved.

Visitors:

John Peterman, Jr. and Violet Miller

 Mr. Peterman wanted to let the Supervisors know that he opposes to grinding up the asphalt on Snyder Road.  Supervisor Marks explained to Mr. Peterman that Snyder Road is not an asphalt road.  It is a road that has been tar & chipped.  The road needs to be ground up, the crown removed and rebase it good so that in the future it can be tar & chipped again.

 Mr. Peterman and Ms. Miller are still opposing the abandonment of Tilley Road.

Convention:

Reservations for Walter Botsford and Richard Marks have been made to attend the 2008 PSATS convention in Hershey.

 New Business:

General Road Maintenance Bids:

A motion was made by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford to advertise for General Road Maintenance bids for the year "2008".  Bids will be opened March 3, 2008 at approximately 6:45p.m.

 Worker's Compensation Claim:

Lee Peterman fell January 16, 2008 at the township building.  Lee was taken to Muncy Valley Hospital by ambulance.  A worker's compensation claim has been filed for this.

 With no further business to discuss Chairman Walter Botsford adjourned the meeting at 7:34 p.m. after motions by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford.

January 7, 2008

The re-organizational meeting of the Laporte Township Supervisors was held Monday January 7, 2008 at the Laporte Township Municipal Building. Supervisors Botsford, Marks and Botsford Present.

After a motion by Kevin Botsford, seconded by Richard Marks, Walter Botsford and Carmeta States were named temporary Chairman and Secretary for this meeting.

The meeting was called to order at 9:00 a.m.

Wages

After a motion was made by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford,

Transfer Station Attendants and Laborer wages will remain the same

Secretary/Treasurer wage was increased by $50.00 per month.

Wages as follows:

Secretary/Treasurer $550.00 per month

Transfer Station Attendants $9.25 per hour with the following paid holidays: Easter, Thanksgiving, Christmas and New Years Day.

Laborer $10.00 per hour

Operator/Laborer $10.00 per hour

Supervisors This is set by the auditors

Mileage Is set at the State Rate

Treasurers Bond

A motion was made by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford to keep the treasurers bond at $100,000.

Meetings

All meetings will be held at 6:30 p.m. on the 1st Monday of each month with the exception of July 8th & Sept. 2nd, 2008.

Regular monthly meeting:

The regular monthly meeting was called to order at 9:25 a.m. by Chairman Walter Botsford.

A motion was made by Richard Marks, seconded by Kevin Botsford and agreed to by Walter Botsford to accept the treasurer's report.

The minutes as presented, were approved after a motion by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford.

A motion was made by Rich Marks, seconded by Kevin Botsford and agreed to by Walter Botsford to approve the agenda.

Transfer Station:

A motion was made by Richard Marks, seconded by Kevin Botsford and agreed to by Walter Botsford to close the transfer station on Tuesdays and Thursdays for the months of December, January, February and March.

Convention:

Supervisor Botsford and Marks will be attending the convention this year being held in Hershey.

After a motion by Kevin Botsford, seconded by Rich Marks, Chairman Walter Botsford adjourned the meeting at 10:15 a.m.

December 3, 2007

Resolution:

A motion was made by Richard Marks, seconded by Kevin Botsford and agreed to by Walter Botsford to adopt resolution #07-2007 to make a $100.00 donation to the "Endless Mountains Transportation Authority."

A motion was made by Richard Marks, seconded by Kevin Botsford and agreed to by Walter Botsford to adopt the 2008 budget.

Reorganizational Meeting:

The reorganizational meeting will be held Monday January 7, 2007 at 9:00 a.m. The regular monthly meeting will follow the reorganizational meeting.

November 5, 2007

Old Business:
1980 Auto Car
2 Bids were received for the purchase of the 1980 auto car. Bids were Donald Evans Jr. $2,885.15 and Jerome Pedro $1,210.00. A motion was made by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford to accept the bid of Donald Evans, Jr.

Budget
The 2008 budget has been prepared and will be advertised for public inspection. The budget will be adopted at our December 3, 2007 meeting.

Cherry Run Bridge
The Cherry Run Bridge repairs (owned by Laporte Twp. and Davidson Twp.) will be completed by November 7, 2007.

New Business:
EMTA Donation:
A motion was made by Richard Marks, seconded by Kevin Botsford and agreed to by Walter Botsford to table this matter until the December meeting.

Millage Resolution:
A motion was made by Kevin Botsford, seconded by Richard Marks and agreed to by Walter Botsford to adopt resolution #05-2007 setting the 2008 tax millage rate at .65. There was no increase from last year.

The Schaefer/Fairman road has been looked at and will be worked on in a week or two.

2% Loan:
The necessary documents were signed for the township to receive a 2% loan for the amount of $25,000.00 for the purchase of the 2000 Mack truck.

A motion was made by Richard Marks, seconded by Kevin Botsford to advertise for bids to sell the 1980 auto car. Bids will be opened November 5, 2007 at approximately 6:45 p.m.

Office Equipment:
A new computer, printer, and software were purchased. Northern tier regional planning and development has approved us for the grant to be reimbursed 75% of the purchase price.

Tilley Road:
The supervisors reviewed the survey maps from John Klus. Everything is acceptable, except the beginning point should begin at the western end of the property. The supervisors will meet with Randy Reibson to resolve the work to be completed to vacate the road.

Mack Truck:
Walt and Rich went and physically inspected the 2000 Mack truck and found everything to be satisfactory and we will be purchasing it.

A 4-wheeler tore up Little Road.
